Bac Ninh implements scheme to enhance capacity of national cyber security forces

(BNP) - The Chairman of the Bac Ninh Provincial People's Committee has recently signed and issued Plan No. 151/KH-UBND to implement Decision No. 515/QD-TTg dated March 30, 2026, of the Prime Minister approving the "Enhancing the operational capacity of national cyber security forces" scheme aimed at building elite and modern provincial cyber security forces to meet the requirements of ensuring security and safety in cyberspace in the new situation.

According to the plan, Bac Ninh province aims to improve the overall capacity of cyber security forces; proactively prevent and stand ready to effectively respond to risks and challenges in cyberspace, contributing to the solid protection of national security, social order and safety, and the legitimate rights and interests of organizations and individuals.

By 2030, the province strives to improve cyber security assurance indicators and capacity, contributing to improving Vietnam's position on the Global Cybersecurity Index rankings; developing high-quality human resources with at least 20 specialized cyber security experts reaching regional and international levels. At the same time, 100% of specialized cyber security forces, administrative officers, and operators of level 3, 4, and 5 information systems will be certified as meeting the requirements for specialized knowledge and skills and will have their cyber security knowledge updated at least once a year.

The plan also sets a goal for 90% of Internet users in the area to have access to awareness-raising activities, skills, and tools for ensuring cyber security; 100% of information systems using the state budget will fully implement cyber security assurance plans according to their assigned levels before being put into operation. Bac Ninh also encourages the use of "Make in Vietnam" cyber security products and services, ensuring that all cyber security products and services are inspected and evaluated before use as regulated.

To achieve the above goals, Bac Ninh province focuses on the synchronous implementation of many key tasks and solutions. Among them, emphasis is placed on perfecting institutions, reviewing and updating legal documents and guidelines on ensuring cyber security; implementing the application of standards, technical regulations, and cyber security risk management models at agencies and units.

Along with that, the Cyber Security Subcommittee will be consolidated, and cyber security forces will be built at agencies, units, and localities; developing a network of cyber security experts and strengthening connections with the national cyber security incident response network.

In training and human resource development, Bac Ninh province will organize specialized training programs and drills for specialized forces and information system administrators; organize provincial-level cyber security drills and participate in national and international drill programs. Research into incorporating cyber security knowledge into general education, vocational education, and university programs; promote propaganda and raise awareness for citizens through digital learning platforms, the "Digital Popular Education" model, and open online courses.

In addition, strengthen monitoring, information sharing, and cyber security capacity assessment; build a cyber security monitoring and operating platform for reporting, statistics, and data updates ensuring "correct, sufficient, clean, live, shared, and unified" status. At the same time, encourage enterprises to research and develop cyber security products and services, prioritize the use of "Make in Vietnam" products, and promote public-private partnerships in cyber security research and technology transfer.

Regarding organization and implementation, the Provincial Police is assigned to lead, monitor, urge, and summarize the implementation status; coordinate with agencies and units to advise the Provincial People's Committee on directing the implementation of the Plan. The Department of Education and Training takes the lead in integrating cyber security knowledge and skills education into the curriculum; the Department of Home Affairs advises on building job positions and policies to attract and train cyber security human resources; the Department of Finance coordinates to advise on the allocation of funds to implement the Scheme according to current state budget decentralization.

Departments, sectors, and localities prioritize resource allocation and promote cyber security assurance associated with the implementation of digital transformation, the development of digital government, digital economy, and digital society; increase the use of "Make in Vietnam" cyber security solutions and products in management and administration activities./.
