(BNP) - The Ministry of Health has issued Decision No. 965/QD-BYT approving the Plan for the implementation of electronic medical records at medical examination and treatment facilities nationwide for the period 2026 – 2030.
Accordingly, the Plan aims for 100% of medical examination and treatment facilities nationwide to implement electronic medical records by 2030, eliminating the use of paper medical records, contributing to the modernization of management activities, improving the quality of medical examination and treatment, and better serving the people.
Electronic medical records are identified as a core component in building smart hospitals and digital hospitals, creating a foundation for managing people's health data throughout their lifecycle, and ensuring synchronous connectivity between medical examination and treatment facilities nationwide.
The implementation not only simplifies administrative procedures and reduces patient waiting times but also enhances the efficiency of managing, storing, and utilizing medical information, serving accurate and timely diagnosis and treatment.
The Ministry of Health requires that the implementation of electronic medical records be identified as a key, important, and core task at each medical facility. Heads of units are directly responsible, prioritizing the allocation of resources, personnel, information technology infrastructure, and ensuring information security and cybersecurity in accordance with the law. Simultaneously, the implementation must be substantive, bringing concrete and practical benefits to the public, medical staff, and healthcare facilities.
The plan also clearly assigns responsibilities to departments and divisions within the Ministry of Health in providing professional guidance, monitoring, urging, and inspecting the progress of implementation. Provincial and city health departments under the central government are also involved. The health departments of ministries and sectors are responsible for advising the People's Committees of provinces and cities and the managing agencies to prioritize the allocation of funds, review and supplement annual plans, and ensure the completion of the goal of implementing electronic medical records at medical examination and treatment facilities under their management.
The issuance of the Plan for the Implementation of Electronic Medical Records for the period 2026-2030 is an important step in the digital transformation roadmap of the health sector, contributing to improving the quality of medical examination and treatment services, building a modern and synchronized health system, and aiming to serve the people more conveniently and effectively.
