(BNP) - On the afternoon of May 14, at the People's Committee of Kinh Bac ward, Member of the Standing Committee of the Provincial Party Committee and Vice Chairman of the Provincial People's Committee Dao Quang Khai chaired a conference to urge the implementation progress of urban area projects in the communes and wards of: Kinh Bac, Vu Ninh, Vo Cuong, Nam Son, Hap Linh, and Tam Da.

The conference focused on reviewing and evaluating the progress of 06 urban area projects with an area of 613.05 hectares and an investment scale of approximately 94,561 billion VND. Specifically, these included Northwest Bac Ninh City New Urban Area (Area 3) - Sub-area 3.1 in Vu Ninh ward; Northwest Bac Ninh City New Urban Area (Area 3) - Sub-area 3.2 in Vu Ninh and Kinh Bac wards; Northwest Bac Ninh City New Urban Area (Area 1) in Kinh Bac ward; Northwest Bac Ninh City New Urban Area (Area 2) in Kinh Bac and Vu Ninh wards; New Urban and Service Area in Hap Linh, Nam Son, and Vo Cuong wards; and the Investment project to build a New Urban Area combined with a football training center (Tam Da commune and Kinh Bac ward).

According to the report, to date, 2/6 projects had had their 1/500 scale detailed planning approved; 03 projects were completing dossiers for appraisal submission; and 01 project was undergoing planning task appraisal.
Site clearance continued to be implemented. 5/6 projects had coordinated in site clearance, holding public meetings with residents regarding investment policies for project implementation and statistics on recovered land areas; specifically, the New Urban Area combined with a football training center project was coordinating for site clearance. Notably, 3/6 projects had approved compensation, support, and resettlement plans and had conducted or were preparing to conduct payments to households.

However, all 6 projects were currently behind schedule by 1 to 9 months compared to the signed contracts. The delay was due to various difficulties and obstacles encountered during implementation, such as some households not coordinating in asset inventory for compensation plan preparation; many areas of inter-cropping land lacking full legal documentation; and a large number of graves within the project scope not yet inventoried or relocated. Additionally, some projects lacked land funds or housing funds for resettlement to serve site clearance, etc.

Based on the opinions of the delegates, concluding the conference, Vice Chairman of the Provincial People's Committee Dao Quang Khai pointed out the limitations and shortcomings leading to project delays. He emphasized that although the province had held many meetings and issued directing documents, the implementation progress remained slow, mainly in the stages of planning, investment preparation, and site clearance, etc.
The Vice Chairman of the Provincial People's Committee required investors to focus highly on performing tasks to accelerate the progress of projects. Regarding investment preparation, relevant units should urgently review and complete dossiers and procedures as regulated; striving to finish no later than May 30, 2026, to create conditions for project implementation according to the committed schedule.
The Vice Chairman requested communes and wards to focus on accelerating the progress of planning approval to ensure a basis for subsequent steps. He also noted that departments, sectors, and localities must identify site clearance as the key stage, requiring the drastic and synchronized involvement of the entire local political system. Continue to strengthen communication and mobilization to create high consensus among the People. Officials and party members must promote their exemplary role, taking the lead in mobilizing and persuading citizens to comply with the general policy, thereby contributing to accelerating project progress.
Regarding compensation policies, the Vice Chairman requested research and flexible application to ensure compensation prices were close to previously implemented projects, creating consensus and unity during implementation.
The Vice Chairman also set specific milestones for each project. For the two projects in Sub-area 3.1 and Sub-area 3.2 of the Northwest Bac Ninh City New Urban Area (former) (Area 3), he required units and localities to hand over land before June 15 and complete land price determination in the third quarter of 2026. For projects in the Northwest Bac Ninh City New Urban Area (Area 1, Area 2), land handover must be completed by July 30 at the latest and land price determination finished by the end of the third quarter of 2026. Regarding the 2 projects of the New Urban and Service Area in Nam Son, Hap Linh, and Vo Cuong wards and the New Urban Area combined with a football training center, focus on accelerating progress so that land handover would be completed by September 30 at the latest.
The Land Fund Development Center shall proactively arrange forces and strengthen coordination to support localities in site clearance tasks. Regarding resettlement, localities shall proactively review and arrange land funds and organize synchronized implementation during the site clearance process to ensure the legitimate rights of the people, contributing to stabilizing the situation and accelerating the progress of projects./.
