(BNP) - After 1.5 days of urgent, serious, democratic, and responsible work, on the morning of July 16th, the Bac Ninh Provincial People's Council, 20th term, 2026-2031, concluded its 6th session, completing all the planned agenda items. The session reviewed, discussed, and approved 41 important resolutions, creating a legal basis for implementing tasks related to socio-economic development, ensuring national defense and security, and improving the effectiveness and efficiency of local government operations.

At the closing session, Vice Chairwoman Lam Thi Huong Thanh presented a summary report of the discussions in the working groups and in the plenary session. The delegates generally agreed with the reports and proposals presented at the session; assessing the socio-economic development situation in the first six months of 2026 as having achieved many positive results. At the same time, they frankly pointed out existing shortcomings and limitations in the fields of economy - budget, culture - society , and legislation; and recommended that the Provincial People's Committee focus on removing bottlenecks in public investment, land clearance, land management, and environmental protection; pay attention to the development of education, healthcare, and digital infrastructure; promote digital transformation, and improve the efficiency of state management and the effectiveness of local government operations at both levels.
At the meeting hall, delegates focused their discussions on 12 topics belonging to three major groups: economy and budget; legislation; and culture and society. Many opinions analyzed the difficulties and obstacles in economic development, public asset management, land management, social housing development, education, healthcare, digital transformation, and cultural heritage preservation; and proposed numerous solutions to achieve the socio-economic development goals for 2026.

At the closing session of the meeting, the provincial People's Council delegates reviewed and voted to approve 39 important draft resolutions, including: Adjusting and supplementing key socio-economic development targets for 2026; key tasks and solutions for the last six months of 2026; Regulations on standards for purchasing air tickets for short-term overseas business trips funded by the state budget in Bac Ninh province; Regulations on expenditure levels for receiving foreign guests, organizing international conferences, and receiving domestic guests in Bac Ninh province; Issuing regulations on some regimes and expenditure levels to ensure the operation of People's Councils at all levels in Bac Ninh province; Regulations on support for the construction of roads in communes, streets, villages, alleys, and lanes in Bac Ninh province during the 2026-2030 period;
Regulations on the content and level of financial support for trade promotion activities in Bac Ninh province during the 2026-2030 period; Regulations on the responsibility of organizations and individuals exploiting minerals to contribute funds for investment in upgrading, maintaining, and constructing technical infrastructure and environmental protection works in Bac Ninh province; Regulations on the principles, criteria, and allocation norms of state budget capital for the implementation of the National Target Program on building new rural areas, sustainable poverty reduction, and socio-economic development in ethnic minority and mountainous areas during the 2026-2030 period in Bac Ninh province. Repeal Resolution No. 12/2025/NQ-HĐND dated July 14, 2025, of the Bac Ninh Provincial People's Council stipulating the authority to decide on the liquidation of planted forests owned by the entire people in Bac Ninh province, and repeal part of the Regulations on Support for the Development of Agriculture and Rural Industries in Bac Ninh Province for the period 2026 - 2030 issued together with Resolution No. 127/2025/NQ-HĐND dated December 26, 2025, of the Bac Ninh Provincial People's Council.
Decision on the policy of converting forest land to other uses; Approval of the list of projects and works requiring land acquisition in Bac Ninh province; Adjustment and detailed allocation of state budget expenditure estimates for agencies, units, and People's Committees of communes and wards to implement regimes and policies in 2026; Regulations on the content and level of expenditure from the state budget to ensure international agreements in Bac Ninh province; Decision on the investment policy for the project: Upgrading and expanding the DT.398 road section from Xuan Cam bridge to Hanoi - Bac Giang expressway; Regulations on the policy of supporting new housing construction for poor and near-poor households in Bac Ninh province in the period 2026-2030; Regarding the allocation of aid plan for 2026; Agreement on the allocation of capital from the provincial budget to implement the project of building the Bac Ninh Provincial Cybersecurity Center. Agreement reached on the policy of providing financial support for the investment in the construction project of the People's Procuracy headquarters in Bac Ninh province, phase 1 (02 projects);
The meeting unanimously approved the allocation of local budget funds to implement the component projects of the Hanoi Capital Region Ring Road 5 construction project, specifically the section passing through Bac Ninh province; decided on the list of land plots to be put up for bidding to select investors for land-use investment projects in the province in 2026 (phase 3); approved the Bac Ninh Provincial Urban Development Program until 2030; stipulated the policy to support households installing rooftop solar power for self-production and self-consumption and electricity storage systems in Bac Ninh province, 2026-2030; and supplemented the list and detailed allocation of public investment capital plan for 2026 for projects managed by the provincial level from non-balanced provincial budget sources (Phase 1, 6th time).

Issuing regulations on certain expenditure items and levels for the management and implementation of scientific, technological, and innovation tasks using state budget funds in Bac Ninh province; Issuing regulations on certain policies to encourage and support the development of technology and innovation in Bac Ninh province; Regulations on the content and levels of expenditure for the activities of the Steering Committee, Advisory Council, and Working Group implementing Resolution No. 57-NQ/TW dated December 22, 2024, of the Politburo and supporting the activities of the Community Digital Technology Group in Bac Ninh province for the period 2026-2030; Amendments and additions to Resolution No. 74/NQ-HĐND dated November 12, 2025, of the Bac Ninh Provincial People's Council (amended and supplemented by Resolution No. 07/NQ-HĐND dated January 29, 2026, of the Bac Ninh Provincial People's Council) stipulating the prices of medical examination and treatment services applied at state-owned medical facilities in Bac Ninh province;
Regulations on the level of financial support to create income-generating funds for newly established intergenerational self-help clubs in Bac Ninh province, 2026-2035; Regulations on the principles, criteria, and allocation norms of state budget funds and the proportion of matching funds from the local budget for the implementation of the national target program on cultural development in Bac Ninh province, 2025-2030; Regulations on the principles, criteria, and allocation norms of state budget funds for the implementation of the national target program on drug prevention and control until 2030 in Bac Ninh province; Regulations on the level of allowances and concurrent positions for part-time officials in villages and residential areas; titles, support levels, number, and concurrent positions for participation in activities in villages and residential areas in Bac Ninh province.
The Bac Ninh Provincial People's Council issued regulations on protecting state secrets; reviewed the results of monitoring the resolution of voter petitions from previous sessions that remained unresolved, and discussed the resolution of voter petitions before and after the 8th session of the 19th term of the Bac Ninh Provincial People's Council; approved the contents resolved by the Standing Committee of the Provincial People's Council from the 8th session of the 19th term of the Bac Ninh Provincial People's Council, 2021-2026, to before the 6th session of the 20th term of the Bac Ninh Provincial People's Council, 2026-2031; issued the Rules of Procedure for the sessions of the 20th term of the Bac Ninh Provincial People's Council, 2026-2031; and issued the Working Regulations of the 20th term of the Bac Ninh Provincial People's Council, 2026-2031.
The synchronized adoption of resolutions is of great importance in perfecting mechanisms and policies, effectively mobilizing and allocating resources, creating momentum to promote socio-economic development, ensuring national defense and security, improving people's lives, and building effective and efficient local governments.
Urgently implement the resolution to create new impetus for development.
In his closing remarks at the session, the Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council, Nguyen Viet Oanh, affirmed that after 1.5 days of diligent, serious, democratic, and responsible work, the session had completed all the planned agenda items. The results achieved demonstrate the spirit of unity, responsibility, and determination for innovation of the Provincial People's Council in carrying out the task of local development.
Assessing the situation in the first six months of the year, the Chairman of the Provincial People's Council emphasized that, despite many difficulties and challenges, with the attention of the Central Government, the leadership of the Provincial Party Committee, the management of the Provincial People's Committee, the supervision of the Provincial People's Council, and the unity of the business community and the people, the socio-economic situation of the province continues to be stable and maintain its growth momentum.
To ensure the resolutions are implemented promptly, the comrade requested the Provincial People's Committee, all levels, sectors, and localities to urgently develop plans and effectively implement the recently adopted resolutions; continue to review and improve mechanisms and policies, significantly improve the investment and business environment, and create new impetus for the province's development. At the same time, strengthen national defense and security, maintain political stability and social order; improve the effectiveness of citizen reception and complaint resolution; promote administrative reform, tighten discipline and order in the performance of public duties; and enhance the efficiency of local governments at both levels, linked with decentralization and delegation of power.
The Chairman of the Provincial People's Council also requested that the spirit of daring to think, daring to act, and daring to take responsibility be promoted among the staff, especially the leaders; that practical inspections be strengthened and difficulties be resolved for key projects be resolved; and that attention be paid to the comprehensive development of culture, education, health, and social welfare.
Regarding the activities of the Provincial People's Council, the Chairman of the Provincial People's Council proposed continuing to innovate working methods, improve the quality and effectiveness of supervision, verification, and decision-making on issues within its authority according to the Provincial Party Committee's plan for the period 2026-2031.
The comrade emphasized the significance of the Resolution approving the establishment of Bac Ninh city directly under the Central Government, which was recently passed by the Provincial People's Council; and requested that all levels and sectors promptly complete the project dossier and submit it to the competent authority as prescribed.
Following the session, the Chairman of the Provincial People's Council requested that the Provincial People's Council delegations coordinate with the Fatherland Front Committees at all levels to organize meetings with voters, fully informing the people about the results of the session and the resolutions passed; the Provincial People's Council delegates should continue to maintain close contact with voters, listen to and reflect the legitimate concerns and aspirations of the people, and at the same time strengthen supervision of the implementation of the Provincial People's Council's resolutions, contributing to bringing the decisions into life as soon as possible.
